KATHMANDU www.vapormaxpluswomens.com , Sept. 20 (Xinhua) -- Nepali politics and society remain deeply divided on whether to push through with the Nov. 19 elections for members of the country's Constituent Assembly (CA) without the participation of the opposition CPN-Maoist party, which threatened to boycott and disrupt the election unless it is postponed.
Talks with the party collapsed last week, signaling the failure of a month-long effort to bring CPN-Maoist, a breakaway faction of UCPN (Maoist) into the election.
The government then decided to continue with all election preparations. While the major parties--UCPN (Maoist) Nike Air VaporMax Plus Womens Online , Nepali Congress, CPN-UML-- and some regional parties are preparing for the election, some of their members are divided on how to deal with the CPN-Maoist's demands.
Many fear that country might face another round of conflict if the government presses ahead with the election process in spite of the CPN-Maoist's threats.
A senior leader of UCPN (Maoist), Narayan Kaji Shrestha Nike Air VaporMax Plus Womens Sale , has publicly said that since the CPN-Maoist has a direct stake in the peace process and was involved in the armed struggle against the old government, it should be accommodated in the election process and the government must agree to its call for the postponement of the election.
CPN-Maoist has said that it is ready to go for election if Interim Election Chairman Khilraj Regmi resigns as chief justice. But Regmi refused to resign, saying that he would rather resign as government head but not as chief justice.
Despite its commitment to Nov. 19 election, UCPN (Maoist) seems in a great dilemma whether or not to accommodate the CPN-Maoist.
The second largest party Cheap Nike Air VaporMax Plus Womens , Nepali Congress (NC), is also facing the same dilemma. Some party leaders are publicly saying that holding election without CPN-Maoist's participation will lead the country towards uncertainty and instability while others say that since CPN-Maoist is not committed to the election process anyway, it would be worthless to wait for its decision.
"The UCPN (Maoist) must be brought onboard the election process in order to push the peace process that began after the singing of the 12-point agreement. The election must be deferred for the same, " NC leader Sujata Koirala said in a public program on Friday.
The 12-point agreement was signed in 2005 by the then parliamentary parties and accordingly CPN-Maoist ended 10-year long insurgency. There are a remarkable number of leaders inside the NC who want to defer election and to bring the CPN-Maoist in the electoral exercise.
The same situation exits inside the third largest party CPN-UML; it is deeply divided over the issue. There are many fringe parties who have called on the big parties and government not to ignore the CPN-Maoist in the election process.
Following the request from High Level Political Committee (HLPC) Nike Air VaporMax Plus Womens , a mechanism of four major parties that back the government, Election Commission postponed the time of candidacy registration time by a week on Thursdays. Many said that the postponement has been made to make efforts to bring CPN-Maoist in the election process.
The tenure of the election government will expire from mid- December as per the constitutional provisions. If the elections are not held within this period, there will be legal and constitutional crisis in the country.
But CPN-Maoist is saying that election should be postponed to next March or April in order to prevent a political crisis in the country.
Besides political party leaders, intellectuals Nike Air Vapormax 2018 Women's Pink , journalists and people from different sectors are suggesting to accommodate the request of the CPN-Maoist. Some political analysts expressed fears that the country will witness violence and instability if the CPN-Maoist boycotts the election process.
"CPN-Maoist is indisputably one of the major political forces in Nepal; it split from UCPN (Maoist) with a sizable number of CA members (92). Thus, the absence of CPN-Maoist and other fringe parties in upcoming CA would fail to make the CA as inclusive as its first avatar," Nepal's popular English daily Republica said in its Thursday editorial.
WELLINGTON, Oct. 7 (Xinhua) -- The New Zealand government claimed Monday it had more than halved its operating deficit in the year to the end of June and was on track to hitting its target of an operating surplus in the 2014-2015 fiscal year.
Higher tax revenue and lower-than-forecast core expenses helped to lower the government's operating deficit before gains and losses to 4.4 billion NZ dollars (3.64 billion U.S. dollars) at the end of June Nike Vapormax Flyknit Women's Violet Dust , compared with 9.2 billion NZ dollars the previous year.
The result was considerably better than the deficit of 7.9 billion NZ dollars forecast by the Treasury in May last year, Finance Minister Bill English said in a statement.
"We are well on track to return to Budget surplus in 2014-2015. It's important we get there because, until we do, we will continue to increase our debt. Despite the considerable progress we are making Nike VaporMax Moc Flyknit Women's Triple Black , there is no room for complacency," said English.
"In the past financial year, we were still borrowing a net 110 million NZ dollars a week, compared to almost 260 million NZ dollars a week in 2010-2011. Once we reach surplus Nike Air VaporMax 2.0 Women's Hydrogen Blue White Blue , we will then have choices about reducing our debt and investing more in priority public services and important infrastructure."
Treasury's Budget 2013 forecasts showed net core government debt was expected to increase from 10.3 billion NZ dollars in June 2008 to more than 70 billion NZ dollars by June 2017.
"An active approach to managing the government's finances needs to continue for a number of years to get debt down to below 20 percent of GDP by 2020," English said.
